What I got out of the article and letter is, if all fishermen were organized like the Scallopers in this article, we can get politicians interest, and get them to do some of the heavy lifting for us.
Do you think Barney Frank really cares about the Scallopers?
I don't, however ... he DOES care about getting re-elected and that is where the leverage comes from.

Thank you for picking up our recent article. I wholeheartedly support your viewpoint with one exception.
I think Barney cares about the Scallopers.
I also think Barney cares about the ground fishery.
In fact, despite the fact that I have been a Republican since college, I have seen few Members of Congress as willing to go against the grain of many in their own party in support of constituents as Congressman Frank.
A long time ago after many years in Washington, I realized it is best to judge people's motives by their actions.
